Serhat Başgül was born in 1992 in Adıyaman. He completed his undergraduate education at METU Faculty of Engineering, Department of Civil Engineering between 2010-2015. He has continued to work in the private sector, mainly in the field of transportation, since 2015, and as of 2021, he continues to work as a Technical Office Engineer at Özaltın Construction Head Office. While continuing his private sector experience, he completed his master's education between 2017-2020 by writing a thesis on bitumen modification in the field of pavement. He continues his doctorate education to work in the fields of transportation planning and traffic engineering.
